What are acceleration blocks?

I think Wave above is correct; there are still some boosters in orbit even after their payload has fallen *out* of orbit. Generally boosters will not obtain orbital speed, but some satellites use an assist module to nudge them into the exact attitude needed for their function, and are jettisoned - these are now moving at orbital speed, and become dangerous garbage for manned (and unmanned) vehicles.
