How much earlier should I arrive at a concert to get great seats?

I'm going to a concert in DC, and the tickets are all general admission. I called the place where they're having the event and the person told me "first come, first serve". So, since I'm taking the train, how early should I get there to get CLOSE seats near the stage? The concert starts at 7:00PM.
